Fish or Cut Bait

 By Robert Laurence

Fish or cut bait is an American expression that comes from fishing, meaning “to decide something one way or the other and take action.” The words are first recorded in the Congressional Record (August 5, 1876): “Now I want you gentlemen on the other side of the House to ‘fish or cut bait.’”
