This expression passed into general use from the American poker tables of the early nineteenth century.  Dealing from the bottom of the deck, as a crooked gambler does, means to take unfair or illegal advantage of someone, while deal me out means "I don't want to play this hand, or, as Sam Goldwyn reputedly said:  "Include me out!"
